The latest Migration and Asylum Report 2024, published by AIMA, confirms what the market already knew: Greater Lisbon is by far the most sought-after region for foreigners choosing to live in Portugal.
When combining the municipalities of Lisbon, Sintra, Cascais, Oeiras, Amadora, and Loures, the metropolitan area of the capital concentrates nearly 40% of all foreign residents in the country, reinforcing its position as Portugal’s leading hub for investment, tourism, and quality of life.

Lisbon Leads in the Number of Foreign Residents
Official data highlights the scale of this concentration. Lisbon leads by a wide margin, with 202,430 foreign residents, followed by Sintra (96,587) and Cascais (56,185). Next come nearby municipalities such as Amadora (55,573), Loures (51,834), Odivelas (51,032), and Oeiras (27,649).
Together, they form a major urban corridor that stretches from the historic center of Lisbon to the coastline of the so-called Portuguese Riviera — home to some of the country’s most prestigious and valuable areas.

In fact, nine of the twelve municipalities with the highest number of foreign residents belong to the Lisbon Metropolitan Area, totaling 614,486 people (39.8%).
